Networking Toolbox

Before merging, code must pass all unit and end-to-end tests, as well as linting, type checks, svelte check and build checks. Networking Toolbox is the open-source project lissy93/networking-toolbox (https://github.com/lissy93/networking-toolbox) by lissy93, released under MIT. Ion packages it unmodified from commit 4938828c81d4, adding only a manifest, an icon and a storage compatibility script.
